TO AMEND THE CODE OF LAWS OF SOUTH CAROLINA, 1976, BY ADDING SECTION 31-13-350 SO AS TO REQUIRE THE SOUTH CAROLINA STATE HOUSING, FINANCE, AND DEVELOPMENT AUTHORITY TO ANNUALLY COMPLETE BEGINNING IN 1994 A STATISTICAL STUDY OF HOME OWNERSHIP LOANS CONTAINING CERTAIN INFORMATION IN REGARD TO THE CATEGORIES OF INDIVIDUALS RECEIVING AND APPLYING FOR SUCH LOANS.
Be it enacted by the General Assembly of the State of South Carolina:
SECTION 1. The 1976 Code is amended by adding:
"Section 31-13-350. The South Carolina State Housing, Finance, and Development Authority must complete a statistical study of the make-up of applicants and recipients for the Housing Authority's homeownership loans. This study must, at a minimum, review the make-up of the authority's applicants and mortgage recipients by the following categories:
(1) Race (blacks, whites, nonblack hispanics and others);
(2) single parents;
(3) sex;
(4) income; and
(5) location of houses for which the authority holds mortgages:
(a) within corporate limits of the central cities of the State's Standard Metropolitan Statistical Areas (SMA's);
(b) within the corporate limits of non-central cities of the State's SMA's;
(c) within unincorporated areas of SMA's;
(d) within corporate limits of cities and towns not within the State's SMA's; and
(e) in unincorporated areas that are not within the State's SMA's.
This study must be furnished annually to the Senate and House Labor, Commerce and Industry Committees no later than January second of each year beginning January 2, 1994."
SECTION 2. This act takes effect upon approval by the Governor.
