TO AMEND THE CODE OF LAWS OF SOUTH CAROLINA, 1976, BY ADDING SECTIONS 5-31-60 AND 6-1-60 SO AS TO PROHIBIT AN ENTITY SUPPLYING WATER TO SUBSCRIBERS FROM BILLING THE OWNER OF THE PROPERTY FOR WATER SUPPLIED TO LESSEES OF THE PROPERTY WHO HAVE SUBSCRIBED FOR WATER AND WHO HAVE NOT PAID FOR THE WATER SUPPLIED.
Be it enacted by the General Assembly of the State of South Carolina:
SECTION 1. The 1976 Code is amended by adding:
"Section 5-31-60. A municipal corporation supplying water to subscribers is prohibited from billing the owner of the property for water supplied to lessees of the property who have subscribed for water and who have not paid for the water supplied."
SECTION 2. The 1976 Code is amended by adding:
"Section 6-1-60. An entity regulated by this chapter supplying water to subscribers is prohibited from billing the owner of the property for water supplied to lessees of the property who have subscribed for water and who have not paid for the water supplied."
SECTION 3. This act takes effect upon approval by the Governor.
