TO PROVIDE THAT OVER A PERIOD OF FIVE YEARS, BEGINNING IN THE FALL OF 1993, STATE COLLEGES, UNIVERSITIES, AND TECHNICAL COLLEGES SHALL INCREASE TUITION AND FEES FOR OUT-OF-STATE UNDERGRADUATE STUDENTS TO ELIMINATE EIGHTY PERCENT OF THE UNDERGRADUATE STATE GENERAL FUND SUBSIDIES TO OUT-OF-STATE STUDENTS ATTENDING THESE INSTITUTIONS AND TO PROVIDE THAT THE INCREASE IN REVENUE BE USED TO LOWER THE TUITION AND FEES OF IN-STATE UNDERGRADUATE STUDENTS.
Be it enacted by the General Assembly of the State of South Carolina:
SECTION 1. Over a period of five years, beginning in the fall of 1993, state colleges, universities, and technical colleges shall increase tuition and fees for out-of-state undergraduate students to a level sufficient to eliminate eighty percent of the undergraduate state general fund subsidies for the cost of these students. The increased revenue generated as a result of the change must be used to lower the cost of tuition and fees for in-state undergraduate students, except that twenty percent of the revenue must be appropriated for the Higher Education Tuition Grants Program pursuant to Chapter 113 of Title 59.
SECTION 2. This act takes effect upon approval by the Governor.
