TO ESTABLISH THE CHILD DAY CARE REGULATION REVIEW COMMITTEE TO STUDY AND REPORT TO THE GENERAL ASSEMBLY ON THE ECONOMIC IMPACT OF DEPARTMENT OF SOCIAL SERVICES DAY CARE REGULATIONS AND TO SUSPEND CERTAIN DEPARTMENT OF SOCIAL SERVICES DAY CARE REGULATIONS UNTIL MARCH 10, 1995.
Be it enacted by the General Assembly of the State of South Carolina:
SECTION 1. (A) There is established the Child Day Care Regulation Review Committee comprised of two members of the House Ways and Means Committee appointed by the committee chairman, two members of the House of Representatives appointed by the Speaker of the House, two members of the Senate Finance Committee appointed by the committee chairman, and two members of the Senate appointed by the President of the Senate.
(B) This committee shall study the economic impact of the Department of Social Services child day care facility regulations and how they affect facility operators, families using these facilities, and agencies and institutions of the State and its political subdivisions.
(C) The committee shall develop recommendations and shall report to the General Assembly no later than January 10, 1995.
(D) The following regulations of the Department of Social Services are suspended until March 10, 1995:
(1) Regulation 114-500(A)(9) relating to training;
(2) Regulation 114-501(C)(1)(h) relating to criminal history background;
(3) Regulation 114-502(B)(4) and (5) relating to facilities;
(4) Regulation 114-503(A) relating to staffing and supervision; and
(5) Regulation 114-503(C)(1) relating to indoor play space.
SECTION 2. This joint resolution takes effect upon approval by the Governor.
