TO AMEND TITLE 1, CHAPTER 1, CODE OF LAWS OF SOUTH CAROLINA, 1976, BY ADDING ARTICLE 21 SO AS TO PROVIDE THAT NO STATE FUNDS MAY BE APPROPRIATED TO A STATE AGENCY, BOARD, COMMITTEE OR COMMISSION, OR A LOCAL GOVERNMENTAL ENTITY OR POLITICAL SUBDIVISION OF THE STATE IF VOLUNTARY PRAYER IS DENIED OR PREVENTED TO AN EMPLOYEE, STUDENT, OR CLIENT OF THOSE ENTITIES.
Be it enacted by the General Assembly of the State of South Carolina:
SECTION 1. Title 1, Chapter 1 of the 1976 Code is amended by adding:
Section 1-1-1410. No funds may be appropriated in the General Appropriations Act of the State to a state agency, board, committee, or commission, to a local governmental entity, or to a political subdivision of the State, including school districts, which has a policy of denying or which effectively prevents voluntary participation in constitutionally protected prayer by an employee or by a student or client of the agency, board, committee, or commission or of a local governmental entity or of a political subdivision of the State."
SECTION 2. This act takes effect upon approval by the Governor.
