A CONCURRENT RESOLUTION

TO RECOGNIZE DR. JAMES LUTHER BULLARD AND TO EXPRESS THE SINCERE APPRECIATION OF THE MEMBERS OF THE GENERAL ASSEMBLY FOR HIS DEDICATED SERVICE AND DEEDS RENDERED TO THE CITIZENS OF SOUTH CAROLINA.

Whereas, Dr. James Luther Bullard was born one of ten children to Rosa Fladger and William Bullard on August 26, 1949; and

Whereas, Dr. Bullard received his formative education in the public schools of North Carolina. He excelled in academic pursuits and athletics in high school and college. Dr. Bullard received his Bachelor of Science degree from Fayetteville State University in 1972 in social science and earned his Masters of Science degree from North Carolina Agricultural and Technological State University at Greensboro in counseling psychology in 1975. Dr. Bullard studied clinical psychology at the University of Georgia at Athens and earned his Doctor of Philosophy degree from Florida State University, Tallahassee, Florida, in 1981 in policy, planning, analysis, and higher education; and

Whereas, Dr. Bullard has worked in the public schools in North and South Carolina for twenty-two years. He has worked as a teacher for civics, government, economics, political science, comparative governments, United States history, world history, western civilization, sociology, psychology, and advanced placement European history. Dr. Bullard also has worked as a school guidance counselor providing individual and group counseling for students. He has helped pupils with planning vocations and solving social and psychological problems relating to their personal and family needs; and

Whereas, Dr. Bullard has worked as an assistant principal in the school districts of South Carolina at Berea Middle School and Woodmont High School. He served as Principal of Estill Middle School in Hampton County; and

Whereas, Dr. Bullard was designated a special coordinator with the State Department of Mental Health. His responsibilities included the coordination of children and adolescent services for a catchment area of over two hundred ninety thousand people in Anderson, Pickens, and Oconee counties. Dr. Bullard was responsible for the development of the current program model of mental health services for individual and group therapies provided children in Anderson, Pickens, and Oconee Counties community mental health centers; and

Whereas, Dr. Bullard has taught at Limestone College as a member of the management science program and worked as an administrator at Florida State University as a liaison officer to the Vice President of Student Affairs; and

Whereas, Dr. Bullard serves as the Representative on the Board of Trustees of South Carolina State University at Orangeburg for District No. 4 comprised of Greenville, Spartanburg, Union, and parts of Laurens Counties; and

Whereas, having been called by God, Dr. Bullard is an ordained minister. He serves as the Senior Pastor of the Bruton Temple in Greenville and works to enrich the spiritual lives of each church member. Dr. Bullard also was a former church trustee at Poplar Springs Baptist Church in Simpsonville; and

Whereas, Dr. Bullard is a member of the South Carolina Baptist Convention and the National Baptist Congress. He has worked with the local hospice program and, as a pastor and educator, worked to increase college enrollment for worthy and deserving pupils. He helped to organize the youth brotherhood at Popular Springs Baptist Church. Dr. Bullard has worked with battered and abused children and also has devoted time to improving the care of senior citizens; and

Whereas, during Dr. Bullard's tenure at Bruton Temple Baptist Church, God has truly inspired and blessed the church. The following auxiliaries have become operative: the Male Chorus, Community Choir, the Sunbeam Choir, the James Luther Bullard Inspirational Choir, the Bruton Temple Brotherhood, and the Young Woman Auxiliary. Dr. Bullard has been instrumental in helping to develop a community cohesiveness in Bruton Town Community. His efforts and appeal to the Bruton Town and Freetown Men's Clubs have led to the support of the church and community projects being created, activated, and realized; and

Whereas, Dr. Bullard is the Chief Executive Officer of Today's Business Systems. He has worked diligently to lead by example and his vision includes economic empowerment of the African American through business ownership; and

Whereas, Dr. Bullard is married to Ruby McGill Bullard of Kingstree. To this union God has blessed them with two wonderful daughters, Charmanee and Marketa. Now, therefore,

Be it resolved by the House of Representatives, the Senate concurring:

That the members of the General Assembly recognize Dr. James Luther Bullard and express their sincere appreciation for his dedicated service and deeds rendered to the citizens of South Carolina.

Be it further resolved that a copy of this resolution be forwarded to Dr. Bullard.
