The House assembled at 10:00 A.M.

Deliberations were opened with prayer by the Chaplain of the House of Representatives, the Rev. Dr. Alton C. Clark as follows:

Eternal God and Father of us all, cause us to know always that the highest joys and most enduring satisfactions come to these who do Your will and who walk in Your ways. May our dependence upon Your help never be dimmed by doubt as we seek to meet the challenges before us. Cause us always to be straight forward, generous in our appraisals of others, and gracious with those who criticize us. Use us to sweep away all that is wrong; make us instruments in Your hand that honor, justice and peace may flourish among us.

For Yours is the kingdom and power and glory forever. Amen.
