The House assembled at 10:00 A.M.

Deliberations were opened with prayer by the Chaplain of the House of Representatives, the Rev. Dr. Alton C. Clark as follows:

Dear Lord and Father of mankind, eternal and unchangeable, without You we can do little; with You we are invincible. Conscious of our need leads to Your holy altar. With thankful hearts for Your goodnesses, we ask that You would take our minds and make them keener; take our wills and make them obedient to Your will; take our strength and make us stronger. Guide Your servants here that together we may dedicate ourselves to a purer, nobler living, to a truer loyalty to the teachings of Your holy Word.

We pray in the Name of our Lord Whose blessings are without number and Whose goodness never fails. Amen.
