So, the Bill, as amended, was read the third time and ordered sent to the Senate.

STATEMENT BY REP. RICHARDSON

Having participated in the 1992 reapportionment process, I find it hard to accept this plan without commenting on the cavalier nature by which we consider the interest of citizens in this State vs. the interest of legislators in this State. There is now no doubt in my mind that reapportionment is the ugliest work of politicians.

In particular, the citizens of Beaufort County, who deserve three full representative districts based both on population and commonality of interest, were summarily divided into five districts to accomplish the purposes of political parties and the black caucus. Unfortunately, we continue to pursue what is "good for the system" and not what is "good for the people." I hope that we as legislators will pursue a new system of reapportionment for the year 2000.

In conclusion, I support this plan because it seems to be the best I can help to accomplish given the circumstances. To the citizens of Beaufort County I can truly say we gave our best and we will continue to do so through the reapportionment of 2000. I can only hope that we all will move to a time when the color of one's skin is a minor determinate in one's interest in representative government. I truly believe the structure of districts based on racial makeup will ultimately be viewed in history as the biggest impediment to racial harmony in these United States.

STATEMENT BY REP. KEYSERLING
Rep. KEYSERLING made the following remarks:

"I rise today out of concern for lowcountry citizens who live in what is currently called House District 124 in Beaufort County. In this Body's

wisdom to meet Justice Department goals, Mr. Speaker, I believe we have in this case accomplished exactly the opposite of what we intended to achieve. The plan which is to be given third reading, violates the voting rights of many citizens, both African American and Caucasian, of Beaufort County. First, to split precincts will confuse voters; it will intimidate and or frustrate voting participation and it will have the effect of deterring full citizen involvement in the electoral process. As a member of our election commission said, `I guess we will have to have the white voters in booths at one end of the room and blacks at the other.' We've seen that before. We know it is a demonstrated fact that splitting precincts drives down participation and I want to be on record saying that it is wrong. Secondly, to align voters by making districts contiguous only across vast bodies of water denies the voters their rights to being part of a `community of interest' which should be protected under the Voting Rights Act. To align St. Helena Island and pockets within the historic district in downtown Beaufort with precincts in Colleton County makes absolutely no sense as there are no shared interests between the voters in the respective areas. What does a Greenville businessman, retired on Dataw Island and accordingly voting on St. Helena Island, have in common with citizens living in rural Colleton County? What do African Americans seeking to preserve and celebrate their unique Sea Island African American history and culture have in common with citizens living in the town of Walterboro? In my view the answer is simple..little, if anything. Mr. Speaker, members of the House, to ensure the voting rights of a minority, by forging unlikely communities of interest which don't match, we are running contrary to the goals of the Voting Rights Act. My colleagues, we are on the verge of creating a disaster which will have an effect which is opposite of what was intended. I urge careful review before we move forward in violating the rights of South Carolina's citizens. Thank you."
