IMPOSING A HIRING FREEZE ON STATE GOVERNMENT THROUGH JUNE 30, 1997, AND PROVIDING EXCEPTIONS AND TO REQUIRE A FIVE PERCENT REDUCTION IN FULL-TIME EQUIVALENT POSITIONS IN STATE AGENCIES WITH MORE THAN TWENTY FTE'S IN FISCAL YEAR 1995-96 AND AN ADDITIONAL FIVE PERCENT REDUCTION IN FISCAL YEAR 1996-97.
Be it enacted by the General Assembly of the State of South Carolina:
SECTION 1. (A) On and after the effective date of this joint resolution, no vacant position in any state agency, board, committee, commission, or institution may be filled, regardless of the funding source for the position, for the period ending June 30, 1997. This prohibition does not apply to a vacancy filled by a current agency employee nor does it apply to any vacant position if specifically exempted from the prohibition by the State Budget and Control Board
(B) Effective for fiscal year 1995-96, each state agency, board, committee, commission, and institution authorized more than twenty full-time equivalent positions (FTE's) shall reduce the number of funded FTE's authorized the agency by five percent. An additional five percent reduction applies for fiscal year 1996-97. These reductions must be first accomplished through attrition and retirements, including any retirement incentives the General Assembly may provide by law. Where involuntary terminations are required to meet this reduction, the agency shall provide job retraining to assist the employee in finding other employment. In the case of cabinet agencies, the reductions may be taken on an aggregate basis.
SECTION 2. This joint resolution takes effect upon approval by the Governor.
