A CONCURRENT RESOLUTION

EXPRESSING THE APPRECIATION OF THE MEMBERS OF THE GENERAL ASSEMBLY TO THE HONORABLE CRAWFORD CLARKSON, JR., OF COLUMBIA IN RICHLAND COUNTY, FOR HIS DISTINGUISHED SERVICE AS A MEMBER AND CHAIRMAN OF THE SOUTH CAROLINA TAX COMMISSION.

Whereas, the members of the General Assembly note that the historic restructuring act abolished the South Carolina Tax Commission and replaced it with the Department of Revenue and Taxation; and

Whereas, that historic act also provided that effective February 1, 1995, the governance of the department shall come under a director appointed by the Governor with the advice and consent of the Senate rather than the long-familiar three-member commission; and

Whereas, Crawford Clarkson, Jr., of Columbia in Richland County was first appointed to the Tax Commission by Governor Campbell in 1987, subsequently being appointed chairman of the commission in 1992, in which position he will have served until the commission's writ is ended on February 1, 1995; and

Whereas, in those positions on the commission Chairman Clarkson has brought to bear his exemplary skills and talents as a certified public accountant and a lawyer and also put to use his extensive experience in state tax matters that date back to his membership on the Joint Legislative Corporate Tax Study Committee in 1957-58 as appointee of Governor Timmerman, as member and executive secretary of the South Carolina Tax Study Commission beginning in 1958, and with his extensive drafting experience with state tax law revisions enacted through the late 1950's and 1960's; and

Whereas, it is appropriate for the members of the General Assembly to pause in their deliberations so that they might note the achievements and express their appreciation for the service of so distinguished a son of South Carolina in his work on behalf of the people of this State. Now, therefore,

Be it resolved by the Senate, the House of Representatives concurring:

That the members of the General Assembly, by this resolution, express appreciation to the Honorable Crawford Clarkson, Jr., of Columbia in Richland County for his distinguished service as a member and chairman of the South Carolina Tax Commission.

Be it further resolved that a copy of this resolution be forwarded to the Honorable Crawford Clarkson, Jr.
