TO AMEND THE CODE OF LAWS OF SOUTH CAROLINA, 1976, BY ADDING SECTION 1-1-1035 SO AS TO REQUIRE A DEPARTMENT, AGENCY, BOARD, OR COMMISSION OF THE STATE TO PAY FINES LEVIED AGAINST IT FROM APPROPRIATED FUNDS RATHER THAN FROM OTHER SOURCES.
