A HOUSE RESOLUTION

TO EXPRESS THE CONGRATULATIONS OF THE MEMBERS OF THE HOUSE OF REPRESENTATIVES OF THE STATE OF SOUTH CAROLINA ON THE SELECTION OF MR. WAYNE P. VAN VRANKEN OF SUMMERVILLE AS THE "1996 OUTSTANDING OLDER SOUTH CAROLINIAN" BY THE OFFICE OF THE GOVERNOR, DIVISION ON AGING, AND TO PUBLICLY RECOGNIZE HIM ON WEDNESDAY, MAY 15, 1996, AT A TIME TO BE DETERMINED BY THE SPEAKER, FOR THIS OUTSTANDING HONOR.

Whereas, the members of the House of Representatives are very proud and thrilled to learn that Wayne P. Van Vranken, eighty-six years young, has been named the "1996 Outstanding Older South Carolinian"; and

Whereas, Mr. Van Vranken graduated from Schenectady High School in 1927; attended Union College in Schenectady, New York, where he graduated with a degree in Electrical Engineering in 1931; and furthered his education while working with the Elliot Company, Allis Chalmers, and Siemens through continual training with these companies involving research and new innovations in his field; and

Whereas, upon retiring he moved to Summerville from Pennsylvania in 1975, and Pennsylvania's loss was certainly Summerville's gain; and

Whereas, Mr. Van Vranken has worked tirelessly for his community and one of his first involvements was joining the local AARP Chapter, served as President in 1982 and 1983, and continuously serves on various committees locally and statewide; and

Whereas, he has been actively involved with Summerville's Presbyterian Church, assisting the church with fund-raising efforts, and serving on the Finance and Long Range Planning Committees. He is a long-time resident of the Presbyterian Home; and

Whereas, Mr. Van Vranken has had a great impact on a multiregional area of the State through his coordination of the AARP Tax Aide Program. Because of his commitment and leadership, he became coordinator for Dorchester, Berkeley, and Colleton Counties for the AARP Tax Aide Program. These duties encompass recruiting capable volunteers for Tax Aide, arranging sites in three counties, coordinating the training for all of the volunteers, and coordinating the scheduling of clients in all three counties. This one volunteer assignment takes up an enormous amount of time for a period of about five to six months. He has worked tirelessly with the Internal Revenue Service on setting up this program; and

Whereas, he started a better used clothing and household goods thrift shop, Second Chance, which is operated jointly by the Dorchester Human Development Board and HELP of Summerville. Second Chance has been an enormous success, generating $79,770 in its seven years of operations. He continues to take care of the day-to-day problems for this wonderful project; and

Whereas, it has been said of him -- and truly so -- that he has dedicated his life to the helping of all humankind, especially to the betterment of his community; and

Whereas, Mr. Van Vranken is an outstanding individual in every way, a genuine role model for countless individuals, and a devoted family man; and

Whereas, it is appropriate for the members of the House of Representatives to pause in their deliberations to take this opportunity to recognize the many accomplishments and sacrifices of this dedicated South Carolinian. Now, therefore,

Be it resolved by the House of Representatives:

That the members of the House of Representatives of the State of South Carolina, by this resolution, congratulate Mr. Wayne P. Van Vranken of Summerville upon being selected as the "1996 Outstanding Older South Carolinian" by the Office of the Governor, Division on Aging.

Be it further resolved that Mr. Van Vranken be publicly recognized on Wednesday, May 15, 1996, at a time to be determined by the Speaker.

Be it further resolved that a copy of this resolution be presented to Mr. Wayne P. Van Vranken.
