A BILL

TO AMEND THE CODE OF LAWS OF SOUTH CAROLINA, 1976, BY ADDING SECTION 59-101-370 SO AS TO PROVIDE THAT A STATE-SUPPORTED COLLEGE OR UNIVERSITY MAY NOT ELIMINATE AN INSTITUTE OR RESEARCH CENTER UNDER ITS JURISDICTION, OR REDUCE THE FISCAL SUPPORT AN INSTITUTE OR RESEARCH CENTER RECEIVES FROM THE COLLEGE OR UNIVERSITY IN ANY FISCAL YEAR BY MORE THAN A STIPULATED PERCENTAGE, WITHOUT THE CONSENT OF THE GENERAL ASSEMBLY BY ACT OR JOINT RESOLUTION.

Be it enacted by the General Assembly of the State of South Carolina:

SECTION 1. The 1976 Code is amended by adding:

"Section 59-101-370. A state-supported college or university may not eliminate an institute or research center under its jurisdiction, or reduce the fiscal support an institute or research center receives from the college or university in any fiscal year by more than a percentage amount equal to the percentage amount of budget reductions imposed by the General Assembly on that college or university as a whole for that fiscal year, without the consent of the General Assembly by act or joint resolution."

SECTION 2. This act takes effect upon approval by the Governor.
