Indicates Matter Stricken
Indicates New Matter

The House assembled at 12:00 Noon.

Deliberations were opened with prayer by the Chaplain of the House of Representatives, the Rev. Dr. Alton C. Clark as follows:

Eternal God, gracious Father, our needs are many, but You are the sufficiency to satisfy them all. Breathe on us now a renewed consciousness of Your presence, Your peace and Your power. Take our trembling hands in Yours and guide our hesitant, uncertain feet into paths of righteousness. Spare us from lament about the past which paralyzes us from moving bravely and courageously on. In Your impeccable wisdom, transform our failures and frustrations into opportunities to help make a better South Carolina. Keep us calm in disposition, clear in mind, warm in heart, and sound in judgement. In dark times and in bright days, enable us to say in complete confidence: "The Lord is my Light and my Salvation; the Lord is the Strength of my life, of whom should I be afraid?" Amen.
