 3     TO AMEND SECTION 56-3-253 OF THE 1976 CODE, RELATING TO THE ESTABLISHMENT OF BIENNIAL
 4     REGISTRATION PERIODS FOR MOTOR VEHICLES, SO AS TO PROVIDE THAT THE DEPARTMENT OF PUBLIC
 5     SAFETY SHALL NOT ISSUE A REFUND OF THE BIENNIAL REGISTRATION FEE TO A PERSON WHO HAS PAID THE
 6     FEE AND MOVES OUT OF THE STATE DURING THE BIENNIAL REGISTRATION PERIOD.

 8     Section 56-3-253 of the 1976 Code, as added by Act 164 of 1993, is amended by adding at the end:

10           "(C)   The department shall not issue a refund of the biennial registration fee to a person who has paid the fee and moves out of the
11     State during the biennial registration period."
