 4     Article 3, Chapter 11, Title 11 of the 1976 Code is amended by adding:

 6           "Section 11-11-340.    There is established in the State Treasury the State Institution Bonds and State Highway Bonds Debt Service
 7     Fund which must be maintained separately from the general fund and other funds.  Annually there must be credited to this account amounts
 8     sufficient for debt service payments on state institution bonds and state highway bonds.  Amounts credited to this fund are not considered
 9     state general fund revenues."
