28     SECTION 17 - H87 - LIBRARY, STATE

30         17.1. (LIB: Aid to Counties Libraries Allotment)  The amount appropriated in this section for "Aid to County Libraries" shall be
31     allotted to each county on a per capita basis according to the official United States Census for 1990, as aid to the County Library.  No
32     county shall be allocated less than $15,000 under this provision.  To receive this aid, local library support shall not be less than the amount
33     actually expended for library operations from local sources in the second preceding year.


SECTION 17 - H87 - LIBRARY, STATE PAGE 438 1 17.2. (LIB: Exempt Across-the-Board Reduction) In the calculation of any across-the-board cut mandated by the Budget and Control 2 Board or General Assembly, the amount which the State Library pays to South Carolina Heritage Associates for rent in the Mt. Vernon 3 Mill shall be excluded from the State Library's base budget. 4 17.3. (LIB: Information Service Fees) The State Library may charge a fee for costs associated with information delivery and retain 5 such funds to offset the costs of maintaining, promoting and improving information delivery services. 6 17.4. (LIB: Continuing Education Fees) The State Library may charge a fee for costs associated with continuing education and retain 7 such funds to offset the costs of providing continuing education opportunities. 8 17.5. (LIB: Purchase Surplus Furniture & Equipment) The South Carolina State Library shall have the first option to purchase, for 9 a sum not to exceed $60,000, any Department of Archives & History furniture and equipment deemed surplus and turned over to the 10 Budget & Control Board, Surplus Property Program when the Department moves into their new building. 11
