 4     SECTION 23 - P20 - CLEMSON UNIVERSITY - PSA

 6         23.1. (CU-PSA: Revenue Credited to General Fund)  All revenues derived from the Regulatory and Public Service Division covered
 7     in this section must be remitted to the credit of the General Fund.
 8         23.2. (CU-PSA: Employer Contributions Carry Forward)  That amount accrued and expended for employer contributions associated
 9     with accrued salaries and wages but not remitted by June 30, of the prior fiscal year, may be carried forward to the current fiscal year.
10         23.3. (CU-PSA: Pesticide Revenue)  The first $140,000 in revenue from pesticide registration fees must be retained by Regulatory
11     and Public Service Programs to apply to expenses of centralizing its personnel and relocating its laboratories from the Poole Agricultural
12     Center.  All revenues collected from pesticide registration fees in excess of $140,000 and up to $50,000 of revenues collected from
13     Structural Pest Control Businesses for Business licensing must be retained by Regulatory and Public Service Programs to carry out
14     provisions of the S.C. Pesticide Control Act as amended and pursuant to regulations related to this Act.
15         23.4. (CU-PSA: Phytosanitary Certificates)  Revenues collected from the issuance of Phytosanitary certificates shall be retained by
16     the Division of Regulatory and Public Service for the purpose of carrying out Phytosanitary inspections.
17         23.5. (CU-PSA:  Witness Fee)  The Public Service Activities of Clemson University are hereby authorized to charge a witness fee
18     of $100.00 per hour up to $400.00 per day for each employee testifying as an expert witness in civil matters which do not involve the State
19     as a party in interest.  This fee shall be charged in addition to any court prescribed payment due as compensation or reimbursement for
20     judicial appearances and deposited into a designated revenue account.
