33         61.1. (ADJ: Tuition Assistance Program)  Funds received from students who failed to enroll or withdraw
34     from programs under the Tuition Assistance Program may be deposited in the Tuition Assistance Program
35     Appropriation Account and expended for the same purpose as the original appropriation.

 1         61.2. (ADJ: Unit Maintenance Funds)  Notwithstanding any other provision of law, the funds appropriated as unit maintenance funds
 2     shall be distributed to the various National Guard units at the direction of the Adjutant General.
 3         61.3. (ADJ: Revenue Collections)  All revenues collected by National Guard units from county and city appropriations, vending
 4     machines, rental of armories, court martial fines, federal reimbursements to armories for telephone expenses, and other collections be
 5     retained and expended in its budgeted operations.
 6         61.4. (ADJ: Rental Fee for Election Purposes)  The maximum fee that an armory may charge for the use of its premises for election
 7     purposes shall be the cost of providing custodial services, utilities and maintenance.
 8         61.5. (ADJ: Parking Lot Revenues)  Notwithstanding other provisions of this Act, as a security measure for the State Military
 9     Department's headquarters building and grounds, the Adjutant General may control and contractually lease the headquarter's building
10     parking facilities, during events at the University of South Carolina's Williams-Brice Stadium, to a state chartered and federally recognized
11     501(c)(4) tax exempt agency employees' association who may then sub-lease individual parking spaces.  Such a contract must require the
12     employees association to obtain liability insurance against wrongful death or injury.  The contract must clearly hold the Adjutant General's
13     Office, its officers, and the State of South Carolina harmless from any liability resulting from the use of the parking lot when rented by
14     the employees association.  In addition, the contract must specify that the State of South Carolina's Military Department shall receive no
15     less than thirty-three percent of the gross profits from the sub-leasing of the parking spaces.  The contract must allow the State to audit
16     the employees association's funds.  Funds at the Adjutant General's Office derived wholly from the rental of Adjutant General's
17     headquarters' parking lot may be retained at the Adjutant General's Office, but may not be used for employee perquisites.
18         61.6. (ADJ: State Guard Uniforms)  Any element of the Militia of this State may be uniformed in such surplus uniforms as may be
19     made available to this State, except that the insignia of the United States shall be removed and for it shall be substituted distinctive insignia
20     of the State of South Carolina.
21         61.7. (ADJ: Armory Rental Program)  The Adjutant General is authorized to develop and implement an armory rental program to
22     recoup costs associated with the use of armories by state agencies or other non-Guard organizations.  The rental program must be uniform
23     in its application to the maximum extent possible.  Funds generated by this  program may be retained and expended for armory
24     maintenance and operations.
25         61.8. (ADJ: Emergency Preparedness)  Of the funds appropriated in the amount of $473,500 to the Adjutant General for Emergency
26     Preparedness due to the potential loss of Federal Funds, in the event that the Federal Funds are received appropriated funds shall lapse to
27     the General Fund.
28         61.9. (ADJ: Meals in Emergency Operations Centers)  The cost of meals may be provided to state employees who are required to work
29     at the State Emergency Operations Centers during actual emergencies and emergency simulation exercises when they are not permitted
30     to leave their stations.
31         61.10.  (ADJ: Educational Seminar Revenue)  All revenue earned from educational seminars shall be retained by the agency to be used
32     for the printing of materials and other expenses related to conducting the seminars.  The balance of funds shall be reported annually to the
33     General Assembly.
