 7     (A)        Notwithstanding any other provision of law, item (f) of Section 3 of Act 1377 of 1968, as last amended by Section 1 of Act 111

Budget and Control Board - 14 (a) Korean War Memorial 200,000 15 (b) State Ports Authority 16,000,000 16 99,567,000" 17 18 (B) Section 4 of Act 1377 of 1968, as last amended by Act 111 of 1997, is further amended to read: 19 20 "Section 4. The aggregate principal indebtedness on account of bonds issued pursuant to this act may not exceed 21 $2,146,199,526.10 $2,245,766,526.10. The limitation imposed by the provisions of this section does not apply to bonds issued on behalf 22 of the Mental Health Commission as provided in Acts 1276 and 1272 of 1970 or to bonds issued on behalf of the Commission on Mental 23 Retardation as provided in Act 1087 of 1970 or to bonds issued on behalf of the South Carolina Fire Academy. The limitation imposed 24 by the provisions of this section is not considered to be an obligation of the contract made between the State and holders of bonds issued 25 pursuant to this act, and the limitation imposed by the provisions of this section may be enlarged by acts amending it or reduced by the 26 application of the Capital Reserve Fund or by amendments of this act. Within these limitations state capital improvement bonds may be 27 issued under the conditions prescribed by this act." 28 29 (C) For purposes of construction of this section, the items herein above set forth do not constitute an appropriation of money out of 30 the State Treasury. This provision does; however, establish an authorization for debt to be issued. 31 32 (D) This section takes effect upon approval by the Governor. 33 34 END OF PART II
