SECTION 27 - P32 - COMMERCE, DEPARTMENT OF PAGE 447 1 printing, binding, and advertising account to offset increased costs. 2 27.2. (CMRC: Development - Enterprise Development Inc. Contract) The Division of State Development may contract with 3 Enterprise Development, Inc. of South Carolina to provide and perform the following functions: 4 1. State Enterprise Development Strategy to include: 5 a) Technical/management assistance to emerging businesses; 6 b) Risk capital development for emerging businesses; 7 c) Incubator system (emphasis on industry and university-linked incubators) to nurture high growth business ventures; 8 d) Strategic marketing to emerging businesses; 9 e) Regional enterprise development coordination. 10 2. Comprehensive approach to technology transfer to include all industries. 11 3. Educational environment for entrepreneurial development. 12 4. Statewide business information center. 13 These contractual services may be funded through the transfer of up to $550,000 of budgetary monies from the Division of State 14 Development. The corporation, as a condition of receiving the contract, must provide in its charter that the Chairmen of the Senate Finance 15 Committee and House Ways and Means Committee, or their designees, are ex-officio members of the corporate board. 16 27.3. (CMRC: Economic Dev. Coordinating Council - SCIP Carry Forward) From the amount set aside in 12-27-1270, the Council is 17 authorized to use up to $60,000 to continue to contract with the Division of State Development for the development of the South Carolina 18 Infrastructure-Economic Development Planning Project (SCIP) utilizing Geographic Information Systems, GIS. Any balance on June 30 19 of the prior fiscal year may be carried forward and expended for the same purposes in the current fiscal year. 20 27.4. (CMRC: Savannah Valley - Carry Forward) The Division of Savannah Valley Development is hereby authorized to carry 21 forward unexpended funds, regardless of their origin, for the authorized purposes of the Development as specified in its legislation. 22 27.5. (CMRC: Aeronautics - Civil Air Patrol) The funds appropriated in this section under program VII.T "Civil Air Patrol" shall be 23 expended by the Civil Air Patrol so as to discharge the State's obligations in conjunction with the Civil Air Patrol as outlined in the 24 SARDA Plan, the S. C. Operational Radiological Emergency Response Plan, and assist County and local authorities and other State 25 agencies insofar as permitted by the regulations governing the Civil Air Patrol. All expenditures for equipment and services shall be in 26 accordance with State fiscal policies. 27 27.6. (CMRC: Aeronautics - Reimbursement for Services Carry Forward) The Division of Aeronautics may retain and expend 28 reimbursements derived from charges to other government agencies for service and supplies for operating purposes and that a reserve not 29 to exceed $300,000 may be carried forward to the current fiscal year for the replacement of time limit aircraft components. 30 27.7. (CMRC: Aeronautics - Air Force Office Space Rental) Revenue received for rental of office space to the U.S. Air Force may be 31 retained and expended to cover the cost of building operations. 32 27.8. (CMRC: Aeronautics - Cost of Utilities) The Division of Aeronautics shall not pay for all or any portion of the cost of utilities 33 at any airport or facility except for buildings occupied by the Division of Aeronautics. 34 27.9. (CMRC: Aeronautics - Funding Sequence) All General Aviation Airports will receive funding prior to the four air carrier
SECTION 27 - P32 - COMMERCE, DEPARTMENT OF PAGE 448 1 airports (i.e. Columbia, Charleston, Greenville-Spartanburg, Myrtle Beach Jetport) as these qualify for special funding under the 2 DOT/FAA appropriations based on enplanements in South Carolina. This policy may be waived to provide matching State funds for 3 critical FAA safety or capacity projects at air carrier airports. 4 27.10. (CMRC: Aeronautics - Hangar/Parking Facilities) The Division of Aeronautics will provide hangar/parking facilities for 5 government owned and/or operated aircraft on a first come basis. The funds collected are to be deposited to the General Fund. The 6 Hangar Fee Schedule shall be as follows: 7 Single Engine - $ 50.00 per month 8 Twin Engine - $ 75.00 per month 9 Jet/Turboprop - $100.00 per month 10 Helicopter - $ 75.00 per month 11 Permanent parking/tie down space will be provided at the rate of $20.00 per month for single engine aircraft, or $30.00 per month for twin 12 engine aircraft. Personnel from the agencies owning and/or operating aircraft will be responsible for ground movement of their aircraft. 13 27.11. (CMRC: Aeronautics - Airport Planning/Development Studies Carry Forward) Any unexpended balance on June 30, of the 14 prior fiscal year, of appropriations to the Division for airport planning and development studies may be carried forward into the current 15 fiscal year, and expended for the same purposes. 16 27.12. (CMRC: Aeronautics - Airport Development) Any line item appropriation for airports shall be disbursed for eligible airport 17 development items as approved by the Division. 18 27.13. (CMRC: Aeronautics - Clothing Allowance) The Division of Aeronautics is hereby authorized to provide pilots with an annual 19 clothing allowance (on a pro rata basis) not to exceed $400 per pilot for required clothing used in the performance of their primary duty. 20 27.14. (CMRC: Contributions Carry Forward) The Department of Commerce is authorized to carry forward unexpended contributions 21 received from member agencies of the Economic Development Coordinating Council to be used for operating expenses and to offset 22 contributions in the current fiscal year. 23 27.15. (CMRC: Grant Funds Carry Forward) Any unexpended balance on June 30, of the prior fiscal year, for Matching National 24 Grant Funds, may be carried forward to the current fiscal year and used for matching committed and/or unanticipated grant funds. 25 27.16. (CMRC: Supplemental Carry Forward) Any unexpended funds from FY 94 Supplemental Appropriation Act (#528), Section 26 3(11) and Section 3(42) for airport improvements may be carried forward from FY 95 into FY 96 and expended for the same purpose. 27 27.17. (CMRC: Carry Forward Sale of Aircraft Proceeds) The Department of Commerce may carry forward proceeds from the sale of 28 aircraft to be used for replacement aircraft. 29
