 4     Section 56-3-253 of the 1976 Code, as added by Act 164 of 1993, is amended by adding at the end:
 5
 6           "(C)   The department shall not issue a refund of the biennial registration fee to a person who has paid the fee and moves out of the
 7     State during the biennial registration period."
 8
