11         63B.1. (BCB/DO: OGS - Procurement of Art Objects)  Before any governmental body, with the exception of the South Carolina
12     Museum Commission, as defined under the South Carolina Consolidated Procurement Code procures any art objects such as paintings,
13     antiques, sculptures, or similar objects above $1,000, the head of the Purchasing Agency shall prepare a written determination specifying
14     the need for such objects and benefits to the State.  The South Carolina Arts Commission shall review such determination for approval
15     prior to any acquisition.
16         63B.2. (BCB/DO: OGS - Real Property - Sale/Leaseback/ Repurchase Revenue Account)  In order to ensure the stability of any
17     sale/leaseback and repurchase option agreement entered into by the State for any piece of real property, the Budget and Control Board is
18     directed to establish a separate and distinct account for the deposit of the net proceeds of the sale or net annual charges derived from any
19     such property.  Any funds held in such separate and distinct accounts shall only be used for the purpose of repurchasing the property and/or
20     the establishment of a reserve fund as outlined in the contract documents for the property, until such time as the Agreements on the
21     property are fulfilled.  It is the intention of the General Assembly to appropriate sufficient funds on an annual basis to enable the Budget
22     and Control Board to meet the required lease payments and other necessary expenditures associated with any sale/leaseback agreement
23     involving real property.
24         63B.3. (BCB/DO: OGS - Fleet Management Program)  It is the intent of the General Assembly that the Division of Operations
25     establish a cost allocation plan to recover the cost of operating the comprehensive statewide Fleet Management Program.  The Division
26     shall collect, retain and carry forward funds to ensure continuous administration of the program.
27         63B.4. (BCB/DO: OGS - Surplus Property Exemption)  The Division of Operations and law enforcement agencies may retain the
28     proceeds from the sale of surplus property for fleet replacement less the cost of disposition incurred by the Division of Operations.
29         63B.5. (BCB/DO: OIS - State Health Plan Contribution)     DELETED
