TO CREATE A SPECIAL COMMITTEE TASK FORCE TO STUDY THE MOTOR VEHICLE DIVISION OF THE DEPARTMENT OF PUBLIC SAFETY, TO PROVIDE FOR ITS MEMBERSHIP, AND TO PROVIDE THAT THE SPECIAL COMMITTEE STUDY AND REPORT TO THE SENATE THE REASONS FOR THE LONG LINES AND SERVICE DELAYS AT THE MOTOR VEHICLE OFFICES ACROSS THE STATE AND TO REVIEW, AMONG OTHER ISSUES, EMPLOYEE WORK LOADS AND STAFFING LEVELS AND PROVISION OF NECESSARY EQUIPMENT AND LATEST AVAILABLE TECHNOLOGY NEEDS.
Whereas, the Senate is concerned about long lines at motor vehicle offices across the State; and
Whereas, there is a need to address issues relating to the Division of Motor Vehicles at the Department of Public Safety; and
Whereas, taxpayers expect timely service when conducting business at motor vehicle offices. Now, therefore,
Be it resolved by the Senate:
There is established a Special Senate Committee Task Force to study the Division of Motor Vehicles of the Department of Public Safety. The special committee shall consist of five senators to be appointed as follows: two members of the Senate Finance Committee, two members of the Senate Judiciary Committee, and one member of the Senate Transportation Committee. All appointments shall be made by the chairman of the respective committees. The special committee shall meet as soon as possible and organize by selecting a chairman and such other officers as deemed desirable.
The special committee shall make a detailed and comprehensive study of the Motor Vehicle Division of the Department of Public Safety and the reason for the serious service delays at the various motor vehicle offices across the State and make an initial report to the full Senate by May 1, 1998. The study is to be broad based to include, among other items, employee efficiency and work load, staffing levels, equipment and technology needs, and a review of the use of internal postal services in the distribution of license plates.
State agencies and institutions shall comply with requests made by the special committee to provide information necessary to the special committee's efforts and to help assimilate and analyze data. The staff of the respective committees and the office of Senate Research shall provide the special committee such services as it may request.
The special committee, in its final report to be submitted to the Senate, by June 1, 1998, may offer both short-term and long-term remedies relating to finances, personnel, computers, operational procedures, and legislation needed to fulfill the interest and mission of the Motor Vehicle Division of the South Carolina Department of Public Safety.
Be it further resolved that a copy of this resolution be forwarded to the Department of Public Safety.
