TO AMEND ARTICLE 5, CHAPTER 11, TITLE 11, CODE OF LAWS OF SOUTH CAROLINA, 1976, BY ADDING SECTION 11-11-450, SO AS TO PROVIDE THAT THE GENERAL ASSEMBLY MAY NOT APPROPRIATE REVENUES COLLECTED OR ACCRUED FROM THE LEVY OF ANY TAX, FEE, OR CHARGE FOR ANY PURPOSE OTHER THAN THE ONE FOR WHICH THE PROCEEDS OF WERE TO BE APPLIED AT THE TIME OF ENACTMENT EXCEPT UPON AN AFFIRMATIVE VOTE OF TWO-THIRDS OF THE TOTAL MEMBERSHIP OF EACH HOUSE OF THE GENERAL ASSEMBLY.
Be it enacted by the General Assembly of the State of South Carolina:
SECTION 1. Article 5, Chapter 11, Title 11 of the 1976 Code is amended by adding:
"Section 11-11-450. The General Assembly may not appropriate revenues collected or accrued from the levy of any tax, fee, or charge for any purpose other than the purpose to which the proceeds were to be applied at the time the tax, fee, or charge was enacted except upon an affirmative vote of two-thirds of the total membership of each house on one of the readings of the bill."
SECTION 2. This act takes effect upon approval by the Governor.
