COMMENDING BERNICE G. SCOTT OF RICHLAND COUNTY FOR HER MANY CONTRIBUTIONS TO HER COMMUNITY AND FOR HER UNTIRING EFFORTS TO ESTABLISH GOOD GOVERNMENT AT THE LOCAL LEVEL.
Whereas, Bernice G. Scott grew up as the seventh of eleven children on a family farm and became the first African-American to chair Richland County Council; she also was one of the first African-Americans elected to the council under the single-member district plan, having first been chosen to serve in 1988; upon her election as chair, Councilwoman Scott, a Gadsden resident, pledged to unite the council and to influence the members to work together for the good of all the citizens of Richland County; and
Whereas, Ms. Scott has also held positions as assistant to the court administrator, county ombudsman, records clerk in the county treasurer's office, tax collector, and assistant to the clerk of council for Richland County; and
Whereas, Ms. Scott is a graduate of Midlands Technical College, where she earned an associate degree in human services and mental health; she also has studied sociology at the University of South Carolina; and
Whereas, a brief list of her nearly countless civic contributions includes the following: member of the Central Midlands Regional Planning Council; the HOME Committee; vice chair of the Transportation Committee; member of the Richland County Administration and Finance Committee; member of the Soil and Water Conservation Board; and chair of the Board of Directors for the Richland Community Health Care Association; and
Whereas, she has been instrumental in keeping the health center open in the Lower Richland area; she has also worked hard to implement the master drainage plan in Gadsden and Eastover, to obtain sewer service in the Arthurwood/Little Camden/Taylors area of Richland County, and to obtain fire protection in the rural area of the county; and she has been a committed supporter of economic development projects for areas in need; and
Whereas, she is married to Deacon Thomas Gilmore and has two children and three grandchildren; she is also a member and deaconess of Mount Nebo Baptist Church in Richland County; and
Whereas, Bernice Scott is clearly a "doer" and a "giver"; she is devoted to her constituents and renders excellent public service; she is committed to good government at the local level and has been instrumental in achieving it; she loves her community and all of Richland County, and she is greatly respected and admired for her accomplishments; and
Whereas, to recognize and show appreciation for the work, efforts, and contributions of this dynamic lady, the citizens of her community and Richland County have planned an Appreciation Banquet on February 9, 1997 -- an honor of which she is genuinely deserving; and
Whereas, we are very pleased to have this opportunity to recognize, salute, and honor such a distinguished individual. Now, therefore,
Be it resolved by the Senate, the House of Representatives concurring:
That the General Assembly of the State of South Carolina, by this resolution, commends Bernice G. Scott of Richland County for her many contributions to her community and for her untiring efforts to establish good government at the local level.
Be it further resolved that a copy of this resolution be forwarded to Councilwoman Scott.
