A HOUSE RESOLUTION

TO EXPRESS THE APPRECIATION OF THE MEMBERS OF THE HOUSE OF REPRESENTATIVES OF THE STATE OF SOUTH CAROLINA FOR THE DISTINGUISHED SERVICE OF THEIR RECORDING CLERK, SHEILA B. HARVEY, ON THE OCCASION OF HER DEPARTURE FROM THE HOUSE DESK AND TO PUBLICLY RECOGNIZE, COMMEND, AND CONGRATULATE THIS TRULY FINE, OUTSTANDING YOUNG WOMAN.

Whereas, the members of the House of Representatives have learned with deep regret that Sheila B. Harvey's final day of employment with the South Carolina House of Representatives is February 3, 1997; and

Whereas, Sheila graduated from Jonesville High School, Jonesville, South Carolina, in 1984 and completed her studies at the University of South Carolina in 1988 receiving a Bachelor of Arts in Journalism degree; and

Whereas, Sheila's career in the political arena began as a Page in the South Carolina House of Representatives in 1985 through 1987; during the summer of 1987 she was selected by our United States Senator Strom Thurmond to his Internship Program in Washington, D.C.; during the fall of 1987 she served as an Intern with the South Carolina Division of Tourism (now known as the South Carolina Department of Parks, Recreation and Tourism) in their National News program; in January of 1988 she was named Assistant Chief Page of the South Carolina House of Representatives; she became the Index Clerk of the House of Representatives in March of 1988; and beginning in September of 1988 she was promoted to the position of Recording Clerk of the House of Representatives and has continued to serve in this capacity; and

Whereas, Sheila has assumed additional duties over the past years with a cooperative attitude and assimilated the new tasks seemingly with ease; and

Whereas, the Clerk and staff are responsible for the publication of the South Carolina Legislative Manual, a 550-page document relating to state and federal government; they distribute approximately 21,000 copies to various agencies and individuals; Sheila is instrumental in accumulating the information, entering it into the computer, and verifying its accuracy; and while this is only one facet of her job, she is constantly monitoring the flow of work on the Manual along with her other duties, which include maintaining various up-to-date lists of information on the members of the General Assembly, standing committees, and the Rules of the House and Senate; and

Whereas, she is a vital link to an efficient Clerk's staff and her next employer will find in her a highly competent, confident, and motivated individual; and

Whereas, Sheila B. Harvey, through her involvement as a member of the American Society of Legislative Clerks and Secretaries, a member of the New Directions of the American Cancer Society, United Way volunteer, and Richland Memorial - Children's Hospital Telethon volunteer, has demonstrated a true concern for the continued growth and development of her professional career, as well as giving of her time and talents to the people of the Palmetto State; and

Whereas, Sheila, during her tenure as Recording Clerk to the Clerk of the South Carolina House of Representatives, established a reputation of working diligently as a public servant with all the members of the General Assembly, staff, and any other persons who needed her assistance; and

Whereas, Sheila B. Harvey, without question, is one of the nicest and most personable individuals ever to work in the State Capitol complex, and she will be sorely missed by her many friends throughout state government; and

Whereas, Sheila departs the Chambers of the House of Representatives to begin a new chapter in her life with an upcoming marriage to Robert L. Chapman, Jr., of Cowpens, South Carolina, on April 12, 1997, and we wish them the very best on this most happy occasion; and

Whereas, the members of the House of Representatives, with mixed sadness and joy, shall say goodbye to one of its most knowledgeable and likeable staff members on February 3, 1997. Now, therefore,

Be it resolved by the House of Representatives:

That the members of the House of Representatives of the State of South Carolina, by this resolution, express appreciation for the distinguished service of their Recording Clerk, Sheila B. Harvey, on the occasion of her departure from the House Desk and to publicly recognize, commend, and congratulate this truly fine, outstanding young woman.

Be it further resolved that a copy of this resolution be presented to Sheila B. Harvey.
