A BILL

TO AMEND THE CODE OF LAWS OF SOUTH CAROLINA, 1976, BY ADDING SECTION 59-101-390 SO AS TO PROVIDE THAT ONLY ONE-HALF OF THE FRESHMEN STUDENT APPLICANTS TO STATE FOUR-YEAR HIGHER EDUCATION INSTITUTIONS WHO FALL IN THE LOWER FIFTY PERCENT OF THEIR PUBLIC HIGH SCHOOL CLASS MAY BE ADMITTED IN THE FALL TERM OF 1998 AND THEREAFTER, AND NO APPLICANTS IN THE LOWER FIFTY PERCENT OF THEIR PUBLIC HIGH SCHOOL CLASS MAY BE ADMITTED IN THE FALL TERM OF 1999 AND THEREAFTER.

Be it enacted by the General Assembly of the State of South Carolina:

SECTION 1. The 1976 Code is amended by adding:

"Section 59-101-390. Only one-half of the freshmen student applicants to state four-year higher education institutions who fall in the lower fifty percent of their public high school class may be admitted in the fall term of 1998 and thereafter. No applicants in the lower fifty percent of their public high school class may be admitted in the fall term of 1999 and thereafter."

SECTION 2. This act takes effect upon approval by the Governor.
