A BILL

TO AMEND THE CODE OF LAWS OF SOUTH CAROLINA, 1976, BY ADDING SECTION 8-11-310 SO AS TO PROVIDE FOR A UNIFORM RATE OF REIMBURSEMENT, AS ESTABLISHED BY THE GENERAL ASSEMBLY, FOR ACTUAL EXPENSES INCURRED BY STATE EMPLOYEES IN PERFORMANCE OF THEIR STATE DUTIES.

Be it enacted by the General Assembly of the State of South Carolina:

SECTION 1. Article 3, Chapter 11, Title 8 of the 1976 is amended by adding:

"Section 8-11-310. (A) A state employee affected by this article shall receive, in addition to his regular compensation, reimbursement for his actual expenses incurred in the performance of his state duties.

(B) To qualify for reimbursement, the expenses must be:

(1) reasonable in amount;

(2) reasonable in time and manner in which to accomplish his state duties; and

(3) reasonably related to his state duties.

(C) Rates of reimbursement of actual expenses shall be established by the General Assembly and must apply uniformly to all state employees affected by this article."

SECTION 2. This act takes effect upon approval by the Governor.
