TO ESTABLISH A TASK FORCE TO STUDY PROGRAMS, RESOURCES, AND OTHER ALTERNATIVES TO AID FAMILIES AND SCHOOLS IN ADDRESSING THE PROBLEMS OF TROUBLED YOUTH; TO PROVIDE FOR THE DUTIES AND STAFFING OF THE TASK FORCE; AND TO REQUIRE THE TASK FORCE TO REPORT TO THE GOVERNOR AND GENERAL ASSEMBLY BEFORE JULY 1, 1999.
Be it enacted by the General Assembly of the State of South Carolina:
SECTION 1. (A) There is established a task force to study programs, resources, and other alternatives to aid families and schools in addressing the problems of troubled youth. The task force is comprised of:
(1) the Governor, or a designee;
(2) two members of the House of Representatives appointed by the Speaker of the House;
(3) two members of the Senate appointed by the President of the Senate;
(4) the Director of the Department of Mental Health, or a designee;
(5) the Director of the Department of Social Services, or a designee;
(6) the Director of the Department of Juvenile Justice, or a designee; and
(7) the Superintendent of Education, or a designee.
The task force may create an advisory committee comprised of persons knowledgeable in children's services and particularly services for troubled youth.
(B) The task force shall survey programs around the country that have been effective in addressing the problems of troubled youth and shall submit findings and recommendations to the Governor and General Assembly before July 1, 1999.
(C) The task force must be staffed by personnel appointed by the Speaker of the House and President of the Senate.
(D) Members of the task force serve without compensation, mileage, subsistence, or per diem. However, expenditures that may be incurred in carrying out the purpose of the task force must be paid for from the approved accounts of the House and Senate.
SECTION 2. This joint resolution takes effect upon approval by the Governor.
