A CONCURRENT RESOLUTION

TO CREATE A COMMITTEE TO STUDY THE TIMBER, PULPWOOD, AND FOREST PRODUCTS INDUSTRY IN SOUTH CAROLINA AND TO MAKE RECOMMENDATIONS FOR CHANGES IN STATE LAWS AND REGULATIONS WHICH WOULD ALLOW THIS INDUSTRY TO MORE EFFECTIVELY DO BUSINESS IN THIS STATE.

Whereas, the timber, pulpwood, and forest products industry is one of the most important industries in South Carolina; and

Whereas, thousands of people are employed in this industry and the state general fund derives tax revenues from its endeavors; and

Whereas, some state laws, regulations, and policies may be adversely affecting this vital industry, which laws in many cases are different from the laws of other states; and

Whereas, the members of the General Assembly believe that a study of this industry would be of great benefit to the policymakers of South Carolina when determining the fairest and most efficient way to oversee and regulate this industry. Now, therefore,

Be it resolved by the House of Representatives, the Senate concurring:

That a committee to study the timber, pulpwood, and forest products industry in South Carolina is hereby created. The committee shall consist of nine members, three of whom shall be appointed by the Speaker of the House of Representatives, three of whom shall be appointed by the President Pro Tempore of the Senate, and three of whom shall be appointed by the Governor. The Speaker of the House and President Pro Tempore of the Senate, notwithstanding the provisions of Section 8-13-770 of the 1976 Code, may appoint members of their respective bodies to this committee. Immediately after appointment, the committee shall organize, elect officers, and adopt rules and procedures for the conduct of its business. The purpose of the committee is to study the timber, pulpwood, and forest products industry in South Carolina and to make recommendations for changes in state laws and regulations which would allow this industry to more effectively do business in this State.

The staffs of the Senate and House Labor, Commerce and Industry Committees shall provide staff support to the study committee in the performance of its duties.

The study committee shall report its findings, recommendations, and any suggested changes in state law to the General Assembly no later than January 1, 1999, at which time the study committee shall be abolished.

Committee members who are not members of the General Assembly shall receive the usual mileage, subsistence, and per diem provided by law for members of state boards, commissions, and committees to be paid from the approved accounts of both houses. Committee members who are members of the General Assembly shall receive their usual mileage, subsistence, and per diem while on official business of the committee.
