Deliberations were opened with prayer by the Chaplain of the House of Representatives, the Rev. Dr. Alton C. Clark as follows:

O Lord our God, we know not what this day has in store for us, but of one thing we are certain: that You are always ready to supply the support commensurate with our needs. So even when we face rocks of temptation, the quicksands of cynicism, the danger of destiny, we could be unafraid because of Your power and strength to sustain us. Be with us in our silence and in our speech, in our haste and in our leisure, in companionship and in solitude, at the beginning of this day's Session and at its end.

Crown our every effort with You saying, "well done, good and faithful servant." Amen.

After corrections to the Journal of the proceedings of yesterday, the SPEAKER ordered it confirmed.

S. 200 -- Senators Courtney, Holland, Land, Peeler, Rankin, Alexander, Martin, McGill, Waldrep, Lander, O'Dell, Reese, Rose, Glover, Ford, Thomas, Fair, Anderson, Washington and Elliott: A BILL TO AMEND THE CODE OF LAWS OF SOUTH CAROLINA, 1976, BY ADDING SECTION 38-71-440 SO AS TO ENACT THE "PATIENT ACCESS TO OPTOMETRIC PRIMARY EYE CARE ACT" BY ESTABLISHING PARAMETERS WITHIN WHICH HEALTH CARE INSURERS THAT OFFER PRIMARY EYE CARE MUST PROVIDE THIS COVERAGE AND TO PROVIDE AN EQUITABLE REMEDY WHEN THERE ARE VIOLATIONS.
