Deliberations were opened with prayer by the Chaplain of the House of Representatives, the Rev. Dr. Alton C. Clark as follows:

Eternal God, our Father, come anew into our lives as we bow in Your holy presence. Help us to realize our dependence upon You and our needs of Your help. We do not ask for easy tasks, but for willingness to do them, easy or hard. We do not ask for light burdens, but for strength to carry them, light or heavy. We do not ask for work that we like, but for the spirit to like what we do. Grant us wisdom and strength for this day.
Keep clear in our minds the words of Isaiah: "They that wait upon the Lord shall renew their strength." (Isaiah 4:31) Amen.

After corrections to the Journal of the proceedings of yesterday, the SPEAKER ordered it confirmed.

S. 1070 (Word version) -- Senator Land: A BILL TO AMEND THE CODE OF LAWS OF SOUTH CAROLINA, 1976, BY ADDING SECTION 56-5-4170 RELATING TO INTERMODAL TRAILER, CHASSIS, OR CONTAINER SO AS TO PROVIDE THAT NO PERSON MAY TENDER A VEHICLE THAT IS IN VIOLATION OF FEDERAL MOTOR CARRIER SAFETY REGULATIONS TO A CARRIER OR DRIVER, TO PROVIDE FOR PUBLIC SERVICE SAFETY INSPECTIONS BY THE DEPARTMENT OF PUBLIC SAFETY UNDER CERTAIN CONDITIONS, AND TO PROVIDE FOR THE MONITORING OF ROADSIDE SAFETY INSPECTIONS.
