The House assembled at 10:00 A.M.
Deliberations were opened with prayer by the Chaplain of the House of Representatives, the Rev. Dr. Alton C. Clark as follows:

Almighty God, without Whom our labors are in vain, prosper our works and may we respond positively to the programs planned and the progress accomplished. We are grateful for Your guiding hand for our forefathers who crossed the sea and by Whose providence they established here a free Nation. We offer to You, Lord God, the gratitude of our hearts. And now we pray that we who have entered into the heritage of heroism may profit by their example and lift high the flag of freedom, hold steady the cause of justice, and persist in promoting good will.
In Your mercy, hear our prayer. Amen.

After corrections to the Journal of the proceedings of yesterday, the SPEAKER ordered it confirmed.
