The Senate assembled at 11:00 A.M., the hour to which it stood adjourned, and was called to order by the PRESIDENT.
A quorum being present, the proceedings were opened with a devotion by the Chaplain as follows:

Beloved, hear a heartening word for these days from the ancient Book of Deuteronomy (33:27):

Let us pray.
O God of goodness, grace and glory: As we stand on the slippery scaffold of life and behold the precarious instability of the economic, political, and military world, help us to look up and, by Your grace, lay hold of the truly gold standard of the sovereignty of God and the brotherhood of man.
In our vulnerability, help us to understand what the ancient man was talking about when he speaks of the "everlasting arms."
It is Your desire that we should be family and live in a Garden of Eden.
It is man who has made it an armed camp and an abbatoir of human slaughter and misery.
We know that salvation is from above.
May the witness of our lives this day reflect the lofty faith and the heroic character which are Your gifts, and not our achievements, from the God that made us all!

Statement by Senators MOORE, O'DELL, RANKIN and SETZLER
Even though we support banning video poker, we voted against the invocation of Rule 15A because if invoked, and consequently video poker is not banned, we would have lost the opportunity to offer amendments to regulate control or limit what is presently going on in this State. We cannot leave the regulation of the industry as it is and, therefore, at this point in the debate we need to be able to preserve the opportunity to offer amendments to the Bill if the complete ban we support fails.

Senator PASSAILAIGUE continued arguing contra to the Bill.

With Senator PASSAILAIGUE retaining the floor, Senator DRUMMOND was recognized to address the body with brief remarks.
