TO URGE THE DEPARTMENT OF REVENUE TO IMPLEMENT AS QUICKLY AS POSSIBLE THE LONG-DELAYED MONITORING REQUIREMENTS FOR VIDEO GAMES WITH A FREE PLAY FEATURE.
Whereas, the General Assembly first enacted legislation requiring computerized monitoring of video games with a free play feature in 1993, to take effect in 1995; and
Whereas, the myriad of problems of implementing such a system caused the original date to be delayed by statute first to July 1, 1998, and then January 1, 1999; and
Whereas, by court order, the implementation date now is postponed until June 1, 1999; and
Whereas, these delays, whatever their cause, have denied the General Assembly, the Department of Revenue, and the Governor information guaranteed to be accurate about the revenues associated with these machines, thus complicating the task of devising appropriate laws and regulations for the industry; and
Whereas, it is essential that no further delays impede the fastest possible implementation of the full computerized machine monitoring program. Now, therefore,
Be it resolved by the House of Representatives, the Senate concurring:
That the General Assembly, by this Resolution, urges the Department of Revenue to take whatever steps are necessary to implement without further delay and as quickly as possible the long-delayed monitoring requirements for video games with a free play feature.
Be it further resolved that a copy of this resolution be forwarded to the Honorable James H. Hodges, Governor, and Elizabeth Carpentier, Acting Director, South Carolina Department of Revenue.
