A HOUSE RESOLUTION

ESTABLISHING THE HOUSE OF REPRESENTATIVES STATE AND LOCAL TAX AND FEE STUDY COMMITTEE AND PROVIDING FOR ITS MEMBERSHIP, DUTIES AND DURATION AND REQUIRING THE COMMITTEE TO MAKE ITS REPORT AND RECOMMENDATION TO THE HOUSE NO LATER THAN JANUARY 14, 2000.

Be it resolved by the House of Representatives:

There is established the House of Representatives State and Local Tax and Fee Study Committee consisting of fifteen members of the House appointed by the Speaker as follows:

(1) two members each from the membership of the following standing committees - Ways and Means; Judiciary; Education and Public Works; Agriculture and Natural Resources and Environmental Affairs; Labor, Commerce and Industry; Medical, Military, Public and Municipal Affairs; and

(2) three members from the House at large.

The committee shall meet promptly and as often as necessary to conduct a thorough review of state and local taxes and tax policy and fees for the purpose of preparing recommendations to achieve a tax system that is seen by all as balanced, simple in administration and enforcement, and fair to all sectors of the economy and the population of the State. Staff for this committee may be drawn from the staff of the House of Representatives, the Legislative Council, and from state agencies and local governments as the committee considers appropriate. Expenses of the committee must be paid from approved accounts of the House. The committee shall make a report and recommendations to the House no later than January 14, 2000. The committee is abolished on the earlier of the date it makes its report or January 14, 2000.
