TO AMEND THE RULES OF THE HOUSE OF REPRESENTATIVES BY ADDING RULE 7.8 SO AS TO PROVIDE A PROCEDURE FOR A REPRESENTATIVE, WHO IS GRANTED AN EXCUSED ABSENCE FOR THE LEGISLATIVE DAY WHEN ELECTIONS FOR OFFICES ELECTED BY THE GENERAL ASSEMBLY IN JOINT SESSION ARE CONDUCTED, TO CAST HIS VOTE IN THOSE SCHEDULED ELECTIONS BY ABSENTEE BALLOT BEFORE THE ELECTION DAY.
Be it resolved by the House of Representatives:
That the Rules of the House of Representatives are amended by adding:
"Rule 7.8 A representative who must be absent on a legislative day when elections for offices elected by the General Assembly in joint session are scheduled, and who is granted an excused absence by the Speaker at least one day before the scheduled election, is permitted to cast an absentee ballot in each of the listed elections by following the procedure established here:
1. on the last legislative day before the scheduled election that the member is present, he obtains the ballot from the Clerk of the House of Representatives;
2. the member indicates his choice for each office in pen on the ballot;
3. the member seals the envelope and returns the ballot to the Clerk;
4. at the time of the first election conducted in the joint assembly, the ballot is opened by the Reading Clerk in the presence of another witness;
5. the Clerk includes the absentee vote in the tally for each election; and
6. the Clerk includes the vote of the absentee member in the House Journal duly noted as an absentee vote cast under the provisions of this Rule."
