A CONCURRENT RESOLUTION

HONORING AND RECOGNIZING S.C. ALTMAN OF NEWBERRY FOR HIS OUTSTANDING ACHIEVEMENTS AND CONTRIBUTIONS AND FOR HIS DEDICATED AND DISTINGUISHED LEADERSHIP SERVICE TO THE CITY AND COUNTY OF NEWBERRY, THE STATE OF SOUTH CAROLINA, AND THE UNITED STATES OF AMERICA.

Whereas, S.C. Altman, a distinguished Newberrian and retired businessman, was born on June 8, 1921 in Brittons Neck, Marion County, and at his birth was named Stephen Charlie Altman; and

Whereas, Stephen Charlie Altman known as Charlie Altman graduated from Mullins High School in 1939; and

Whereas, in 1939, Charlie Altman matriculated at the University of South Carolina, where he enrolled in the Naval ROTC Program and served as a midshipman for the period 1939-1941, at which time he entered the United States Navy's V-5 Program at Mercer University in Macon, Georgia; and

Whereas, Naval Cadet Altman completed Pre-Flight School at the University of Georgia in Athens and thereafter became a Navy Pilot upon completing Flight Training School in Corpus Christi, Texas; and

Whereas, Ensign Charlie Altman served as a Navy Pilot on active duty in the United States Navy until his discharge in 1945, after which he served in the United States Naval Reserve and was promoted to Lieutenant, USNR; and

Whereas, in 1947, Mr. Altman graduated from the University of South Carolina; and

Whereas, Mr. Altman located to Newberry in 1950, promptly affiliated with the Newberry Jaycees, and served as President of the Newberry Jaycees in 1955-56; under his leadership, land was acquired upon which to erect the Newberry Jaycee Hut, which was in due course constructed; and

Whereas, former Jaycee President Altman served as Chairman of the Newberry County March of Dimes for the Campaign of 1956-57; and

Whereas, Lieutenant Charlie Altman retired from the United States Naval Reserve in 1958 as Lt. S.C. Altman, USNR (Ret.), having served the United States with honor and distinction in its Naval Service for more than seventeen years; and

Whereas, Charlie Altman served in 1958-59 as President of the PTO for Boundary Street Elementary School and spearheaded a successful drive to provide the finest elementary school library in Newberry County, at Boundary Street School; and

Whereas, Citizen Altman was appointed in 1960 to serve, without pay, as director of the Newberry County Civil Defense Program; under his leadership there was generated the Newberry County Civil Defense Plan, which included a proposed countywide civil defense communications network; ultimately, the Newberry County Rural Fire Department, the City of Newberry Fire Department, the Newberry County Sheriff's Office, and the City of Newberry Police Department tied-in to the countywide communications network; and

Whereas, during the 1960's, Mr. Altman served a term as a member of the Newberry County Alcohol and Drug Abuse Council, the organization which sponsored the establishment of the Newberry County Alcohol and Drug Abuse Commission, now known as Westview Behavioral Health Services, one of the foundations of Newberry County's health care delivery system; and

Whereas, Charlie Altman began his business and commercial career in Newberry in 1950 as Manager of Service Finance Company, which he later purchased, became President of Service Finance Company, and reconfigured as a finance, furniture, and appliance business; and

Whereas, during the early 1960's, Businessman Altman became a pioneer in the movement to organize the South Carolina Small Loan Association and was a founder and charter member of this prominent financial organization, later known as the South Carolina Consumer Finance Association; and

Whereas, in 1979-1980, Mr. Altman sold the financial services component of his business, Service Finance Company, and restyled it as Altman Appliance and Furniture Company, which operated as the local dealership for appliances manufactured by General Electric, Maytag, Gibson, and Jenn-Air; and

Whereas, Charlie Altman's civic activities have included membership in the Masons and the Mid-Carolina Country Club, and his interest in the revitalization of downtown Newberry through the support of the Association for a Greater Newberry; and

Whereas, this distinguished Newberrian, Charlie Altman, is married to the former Mary Helen Conder of Columbia and has three daughters who have distinguished themselves in their educational and professional careers; and

Whereas, on January 7, 1998, Altman Appliance and Furniture Company, one of Newberry's most prominent and enduring business institutions, was closed, and Charlie Altman terminated his business activities after almost forty-eight years as a distinguished businessman in the City and County of Newberry; and

Whereas, Mr. S.C. Altman is a gentleman of the first order; he is a true leader and has been an outstanding public servant; he has meant much to his city, his county, his State, and his nation for many years; we are delighted to have the opportunity to recognize him in this special manner. Now, therefore,

Be it resolved by the House of Representatives, the Senate concurring:

That the General Assembly of the State of South Carolina, by this resolution, honors and recognizes S.C. Altman of Newberry for his outstanding achievements and contributions and for his dedicated and distinguished leadership service to the City and County of Newberry, the State of South Carolina, and the United States of America.

Be it further resolved that a copy of this resolution be forwarded to Mr. Altman.
