A HOUSE RESOLUTION

TO COMMEND PRESTON B. FITZGERALD, SR., D.C., OF MANNING, FOR HIS VISION AND LEADERSHIP THAT LED TO THE ESTABLISHMENT OF THE NATIONAL BOARD OF FORENSIC CHIROPRACTORS AND TO CONGRATULATE HIM UPON THE OCCASION OF THE GRADUATION OF THE FIRST CLASS OF CERTIFIED INDEPENDENT FORENSIC CHIROPRACTIC MEDICAL EXAMINERS OF THE NATIONAL BOARD OF FORENSIC CHIROPRACTORS.

Whereas, a forensic chiropractor is a chiropractor that examines catastrophic injuries caused by external trauma and then, in a court setting, uses his training and expertise to testify concerning an injured person's diagnosis; and

Whereas, as a chiropractor Preston B. Fitzgerald, Sr., D.C., of Manning, was frequently called upon to testify in adversarial hearings concerning an injured person's diagnosis, disability, or impairment, and recognized there were no schools to train chiropractors on how to be expert witnesses at trial; and

Whereas, Dr. Fitzgerald took the initiative to develop a three and one-half year program to give additional training to chiropractors so as to be called as expert witnesses in their field; and

Whereas, Dr. Fitzgerald's initiative resulted in the establishment of the National Board of Forensic Chiropractors whose purpose is to advance the concepts of forensic examination and consultation throughout the chiropractic profession by elevating standards through education, advanced training, and certification; and

Whereas, on April 14, 1999, fourteen pioneer examiners officially became the first Certified Independent Forensic Chiropractic Medical Examiners of the National Board of Forensic Chiropractors. Now, therefore,

Be it resolved by the House of Representatives:

That the members of the House of Representatives hereby commend Preston B. Fitzgerald, Sr., D.C., of Manning, for his vision and leadership that led to the establishment of the national board of forensic chiropractors and to congratulate him upon the occasion of the graduation of the first class of certified independent forensic chiropractic medical examiners of the national board of forensic chiropractors.

Be it further resolved that a copy of this resolution be forwarded to Preston B. Fitzgerald, Sr., D.C., of Manning.
