A BILL

TO AMEND THE CODE OF LAWS OF SOUTH CAROLINA, 1976, BY ADDING SECTION 59-103-155 SO AS TO PROVIDE THAT STUDENTS WHO ARE CONSIDERED "CHILD PRODIGIES" AS DEFINED BY THE COMMISSION ON HIGHER EDUCATION ARE ELIGIBLE TO RECEIVE ALL SCHOLARSHIPS, GRANTS, OR FINANCIAL ASSISTANCE AWARDED BY THE STATE FOR HIGHER EDUCATION PURPOSES UNDER CERTAIN CONDITIONS.

Be it enacted by the General Assembly of the State of South Carolina:

SECTION 1. The 1976 Code is amended by adding:

"Section 59-103-155. Students who are considered 'child prodigies' as defined by the Commission on Higher Education are eligible to receive all scholarships awarded by the State for higher education purposes if they meet all other qualifications for these awards, except for those relating to K-12 academic requirements including SAT scores.

The Commission on Higher Education in developing the definition of a child prodigy shall consider such factors as the child going directly to college without completing high school because of superior academic ability, and the child not being a sufficient age to take certain required or alternative testing."

SECTION 2. This act takes effect upon approval by the Governor.
