EXPRESSING SORROW AT THE DEATH OF THE REVEREND DR. PHILLIP MONTFORD SPENCER OF LEXINGTON COUNTY, AND EXTENDING SYMPATHY TO HIS FAMILY AND MANY FRIENDS.
Whereas, the Reverend Dr. Phillip Montford Spencer of Lexington County died Tuesday, March 16, 1999, at the age of sixty-eight following a long illness; and
Whereas, Dr. Spencer rendered distinguished service to his country in the United States Army and later received a call to become a minister of the Gospel; and
Whereas, he was ordained in the Presbyterian Church in 1961 and earned his Doctor of Ministry degree from McCormick Theological Seminary of Chicago; he had an esteemed career as a Presbyterian minister, retiring in 1997 as minister of Congaree Presbyterian Church in Cayce; and
Whereas, Dr. Spencer also served his community in numerous ways; among his community activities were his service as chairman of the Cayce Housing Authority and his service as chairman of the Broad River Chapel Corporation; under his direction funds were raised for a nondenominational chapel at the Broad River Correctional Institution, Columbia, using no public or government funds; the sanctuary is to bear his name in appreciation for his dedicated hard work in getting it constructed; and
Whereas, he was a founding member of the modern Republican Party in Lexington County and provided the invocation at one of the party's earliest conventions (in 1968) at the request of then State Senator Floyd Spence; and
Whereas, numerous awards of merit were bestowed upon him over the years, including the Outstanding Scholastic Achievement Award in 1958 by B'nai B'rith, the Volunteer of the Year award in 1995 by the South Carolina Department of Corrections, and the Order of the Palmetto by Governor Beasley in 1996; and
Whereas, he is survived by his wife Ruth (to whom he was married for almost forty-nine years), three children, several grandchildren, and six great grandchildren; and
Whereas, Dr. Spencer was deeply admired and loved by all who knew him; he always gave willingly and readily of his time, talents, and resources to his family, friends, and community; he truly lived the Gospel he had been ordained to preach, and he will be missed greatly. Now, therefore,
Be it resolved by the Senate:
That the Senate of the State of South Carolina, by this resolution, expresses profound sorrow at the death of the Reverend Dr. Phillip Montford Spencer of Lexington County and extends deepest sympathy to his family and many friends.
Be it further resolved that a copy of this resolution be forwarded to the Spencer family.
