A CONCURRENT RESOLUTION

TO CONGRATULATE BOYD MANAGEMENT ON ITS DYNAMIC EXPANSION SINCE 1985 AND ON ITS PLANS FOR NEW HEADQUARTERS IN NORTHEAST COLUMBIA.

Whereas, Kenneth R. Wheat, the president of Boyd Management, and Darnall W. Boyd started the company in 1985 managing 18 apartment communities; and

Whereas, Boyd Management, Joseph P. Wilczewski, Vice-President of Finance, and Barbara M. Jaco, Vice-President of Management, now employs 450 people and manages 325 apartment communities throughout the Southeast (Florida, Georgia, South Carolina, North Carolina and Virginia); and

Whereas, the South Carolina Housing Authority recently awarded the 1998 Achievement Award to Boyd Management, recognizing it as the best management company for low-income housing in South Carolina; and

Whereas, Boyd Management specializes in low-income housing, including communities built with funds from FmHA 515 (Rural Development), HUD, tax credit and the moderate rehabilitation program, and owners and agencies label Boyd Management a "turnaround specialist"; and

Whereas, Boyd Management is building a new $2.2 million, 16,000 square foot headquarters in northeast Columbia, designed by LTC Associates and constructed by MB Kahn; and

Whereas, Boyd Management has earned the rare designation of Accredited Management Organization, given by the Institute of Real Estate Management; and

Whereas, Boyd Management and its employees have strived to become the best management company in the Southeast by hiring the best staff, training constantly and doing the right thing; and

Whereas, it is appropriate for the members of the General Assembly to pause and recognize a valuable business leader in South Carolina and the Southeast. Now, therefore:

Be it resolved by the Senate, the House of Representatives concurring:

That the General Assembly, by this resolution, extends congratulations to Boyd Management on its well-deserved success as the company moves into a new phase of its development with its new headquarters, and thanks to its leaders for their contributions to the state's growth and prosperity.

Be it further resolved that a copy of this resolution be forwarded to Mr. Kenneth R. Wheat and Mr. Darnall W. Boyd.
