The House assembled at 10:00 a.m.
Deliberations were opened with prayer by the Chaplain of the House of Representatives, the Rev. Dr. Alton C. Clark, as follows:

Almighty God, ever ready to help, grant us minds to seek Your way, and wills to do it. Spare us from closing our eyes to that which we do not want to see, when seeing would prompt help for our fellowmen. Give us hands to help those who need our help and willingness to help along the road of life. Bestow upon us the spirit of selfless service in keeping with the existing need. Hear us, good Lord, in this the prayer of Your grateful people. Amen.

After corrections to the Journal of the proceedings of yesterday, the SPEAKER ordered it confirmed.
