The House assembled at 10:00 a.m.
Deliberations were opened with prayer by the Chaplain of the House of Representatives, the Rev. Dr. Alton C. Clark, as follows:

Bless us this day, O Lord, with a fresh realization of Your presence and strengthen us to face our tasks with faith and with fortitude. Grant us wisdom, give us courage that we fail not our fellowmen or our God. Help us to keep our minds clear, our aspirations upright. May no dispute discourage us, no failure cause us to falter. Enable us to forgive others as You have forgiven us. Amen.
