Deliberations were opened with prayer by the Chaplain of the House of Representatives, the Rev. Dr. Alton C. Clark, as follows:

There are times, Lord God, when we feel we need a double portion of Your help and guidance. Such a time is this week as we consider the budget before us. Help us to know that the decisions made will effect many, many people. Give us wisdom to discern what is right. Grant us the ability to know the difference between a real need and somebody's wish and lead us to act accordingly. Continue Your blessings upon our great State, and make Her greater because we are here today, and this week as we function in the important offices to which You have called us. We pray in faith and in gratitude. Amen.

Pursuant to Rule 6.3, the House of Representatives was led in the Pledge of Allegiance to the Flag of the United States of America by the SPEAKER.

After corrections to the Journal of the proceedings of Friday, the SPEAKER ordered it confirmed.
