Deliberations were opened with prayer by the Chaplain of the House of Representatives, the Rev. Dr. Alton C. Clark, as follows:

Father God, from everlasting to everlasting the same, give us the wisdom to see that the wisdom gained in our yesterday is to be woven into our todays and tomorrows. As we stand on the high hill of privilege and responsibility, we would seek Your counsel that all deliberations may begin, continue and end in accord with Your way. We thank You for our forefathers who, even in turbulent days, maintained the right, in peace and poise and came through more than conquerors. Beget in us, their children, the secret of their strength, that we may stand upright for all that is good, and honest and true. May we be worthy of the responsibility to which we have been called and help to make our State greater. Amen.

RECORD FOR VOTING

After much consideration and review of the House version of the Appropriation Bill, I could not, in good conscience, vote for nor against it.
The House version of the Appropriation Bill did contain many positive financial and innovative programs in education, tax relief and some major healthcare issues.
It does concern me that we did not address the continuing growth of government, misdirected spending and continuing governmental intervention into the daily lives of our citizens. We did not address in any form the critical and legitimate educational and life problem need of our children with disabilities. We did not properly concern ourselves with the many medical problems and issues faced by, and government taxation at all levels of, our senior citizens, especially those seniors classified as the working poor; home health care issues were seriously underfunded. We continue to support state-funded murder of the unborn (abortion), we continue to support DSS efforts to undermine our State's family units and create division between children and parents. We failed to support anti-smoking programs directed at our youth. We failed to support tax reduction incentives for our small business community, which is the true economic base of our State.

Whereas, Hubie was hired by W. R. Grace and Co. Cryovac Division in 1962 and worked in the Dye Division. When he retired in 1997 after thirty-five years of loyal employment, he was a senior designer; and

Whereas, he and his wife, the former Doris Pridgeon, to whom he has been married for forty years, have lived one mile from Cryovac for his entire career; and

Whereas, Hubie walked to and from work every day of his career which calculates to over fifteen thousand miles over thirty-five years; and

Whereas, early on there was no sidewalk but he still made the daily walk; he walked in all kinds of weather; he observed the construction of the Highway 290 bridge, one of the state's largest bridges, from start to finish; and

Whereas, even though retired since 1997, he often walks the same route to visit his friends; and

Whereas, his dedication to his work and his daily walking commute have greatly impressed his friends, his fellow employees, and the members of the General Assembly. Now, therefore,

Be it resolved by the House of Representatives, the Senate concurring:

That the members of the General Assembly request the Department of Transportation name that portion of the existing sidewalk located between W. R. Grace and Co. Cryovac Division to Highland Drive in Duncan, South Carolina, the "Hubert E. Jones" sidewalk, and install an appropriate marker or sign along the sidewalk in honor of Mr. Hubert E. Jones who was a loyal employee of the Cryovac Division for thirty-five years and who walked to and from his work along this route on a daily basis and who, thus, walked over fifteen thousand miles during his career.

Be it further resolved that a copy of this resolution be forwarded to the Department of Transportation.

The Concurrent Resolution was adopted and sent to the Senate.

M. MACEO NANCE, JR., PRESIDENT EMERITUS OF SOUTH CAROLINA STATE UNIVERSITY, AND TO PLACE APPROPRIATE MARKERS OR SIGNS ON THE HIGHWAY REFLECTING THIS DESIGNATION.

Whereas, Dr. M. Maceo Nance, Jr., a native of Columbia, South Carolina, obtained his early education in the city's public elementary and secondary schools, received a Bachelor of Arts degree in 1949 from South Carolina State University, and received his Masters of Science degree from New York University in 1953; and

Whereas, from 1943 to 1946, he served his country with distinction as a member of the United States Navy; and

Whereas, Dr. Nance began his illustrious career at South Carolina State University in July, 1949, and through hard work, superior knowledge, and stellar performance, rose meteorically through the college's ranks from ROTC Supply Clerk to Director of the Student Center, to Assistant Business Manager, to Business Manager, to Vice-President for Business and Finance, to Acting President of the College, and to President of the College; and

Whereas, from June 23, 1968, the date he assumed the position as President of South Carolina State University, until his retirement from the presidency in 1986, he made innumerable contributions not only to South Carolina State University, but to the Orangeburg community, the State of South Carolina, and our nation; and

Whereas, these contributions have brought Dr. Nance many accolades, honors, and awards which include having bestowed upon him the title of President Emeritus of South Carolina State University, and being named the recipient of the following honorary degrees:
