The Senate assembled at 11:00 A.M., the hour to which it stood adjourned, and was called to order by the ACTING PRESIDENT, Senator DRUMMOND. (This is a special Statewide Session day established under the provisions of Senate Rule 1B. Members not having scheduled committee or subcommittee meetings may be in their home district without effect on their session attendance record.)

A quorum being present, the proceedings were opened with a devotion by the Chaplain as follows:

Beloved, hear the words of the Psalmist in Psalm 115:16:

"The heaven, even the heavens are the Lord's;

But the earth hath He given to the children of men."
Let us pray.

Father, ours is such a pleasant corner of the earth at this time of the year. The daffodils are here beside the garden wall. The camellias and azaleas remind us of Your love and mercy. The trees are not able to contain themselves. The new life is bursting forth in all nature. The green leaves sing their silent "Hosannas to the Lord."

With the scents of spring and the warm sunshine we praise Thee and say, "How good it is to be alive!"

But with all our privilege and our blessings, remind us anew that to the children of men the Lord of Life looks for us to keep the good earth good.

Make us good stewards of Your manifold grace!
Amen.

In compliance with the provisions of Act 119 of 1975, it is respectfully requested that the following information be printed in the Journals of the Senate and the House.

Pursuant to Act 119 of 1975, the Committee to Screen Candidates for Boards of Trustees of State Colleges and Universities was convened to consider the qualifications of candidates seeking to fill certain positions on boards of trustees of the state's colleges and universities. The committee conducts such investigation of each candidate as it deems appropriate and reports its findings to the General Assembly prior to the election. It is not the function of the committee to recommend one candidate over another or to suggest to the individual legislator for whom to vote. The purpose of the committee is instead to determine whether a candidate is qualified and under the statute, the committee's determination in that regard is not binding upon the General Assembly.

The Committee to Screen Candidates for Boards of Trustees of State Colleges and Universities finds the following candidates for boards of trustees qualified. Background reports from the State Law Enforcement Division show no felony charges against any of the candidates.
