EXPRESSING THE APPRECIATION OF THE MEMBERS OF THE GENERAL ASSEMBLY FOR THE WORK OF THE STAFF OF THE OFFICE OF LOCAL GOVERNMENT OF THE STATE BUDGET AND CONTROL BOARD FOR THEIR OUTSTANDING WORK IN ADMINISTRATION OF THE SOUTH CAROLINA WATER QUALITY REVOLVING FUND AUTHORITY ACT, AND TO CONGRATULATE ITS DIRECTOR, MIKE GULLEDGE, AND HIS ABLE STAFF FOR THE RECOGNITION THEIR HARD WORK AND GOOD MANAGEMENT HAS BROUGHT ON BEING CITED BY THE UNITED STATES ENVIRONMENTAL PROTECTION AGENCY AS A "BEST PRACTICES" MODEL FOR OTHER STATES' ADMINISTRATION OF SIMILAR PROGRAMS.
Whereas, the Office of Local Government of the State Budget and Control Board under its director, Mike Gulledge, administers the financial and management functions of the South Carolina Water Quality Revolving Fund, the states' primary method of financing local drinking water and waste water treatment infrastructure projects; and
Whereas, this program is a joint effort of the United States Environmental Protection Agency, the Division of Local Government, and the Department of Health and Environmental Control; and
Whereas, the Office of Inspector General of the United States Environmental Protection Agency, in its reporting protocol has implemented a "Best Practices" program designed to highlight procedures or activities that deserve special recognition because of the efficiency with which the activity is done and the effectiveness of the activity with the goal of using these "Best Practices" as an example for others in the management of these programs; and
Whereas, in its recent audit of the revolving fund program in South Carolina, the Inspector General of the United States Environmental Protection Agency identified this State's subrecipient loan monitoring program as a "Best Practice" that should be recognized as a comprehensive system that other states may wish to follow to strengthen their monitoring of state revolving fund loans; and
Whereas, not only does South Carolina benefit from the superb management and administration of the program here, now through. the Environmental Protection Agency's Best Practices program, other states will have an opportunity to apply the methods that have served us so well in this State, thus maximizing the benefit of the revolving fund programs across the nation; and
Whereas, this appreciation at the highest level of the efficiency of the division's operation is merely the latest in a series of kudos that highlight the division's operations, and typical of that was the advice of the Economic Development Administration to other states to model their grant-making programs on the Local Government's Division tried and true administrative practices of these grant programs; and
Whereas, when a public agency is held out as an exemplar of good administration and management, one looks to the skills, attitudes, and hard work of the agency's managers and employees and in these qualities, the division, through its director, Mike Gulledge, and his able staff, including Nancy Dennis, Grants Manager; Mike Caughman, Technical Manager; Jeff Chapman, Engineer; Rob Thompson, Analyst; Denise Myers, Grants Coordinator; Hyatt Ann Brandt, Administrative Assistant; Trish Comp, Loan Programs Manager; Stan Gooding, Financial Manager; Gene Lewis, Analyst; Howard Nichols, Analyst; Mary Monroe, Loan Administrator; and Holley Sparkman, Administrative Assistant, have been greatly blessed; and
Whereas, it is appropriate for the members of the General Assembly to pause in their deliberations so that they might recognize the able service of the management and staff of the Division of Local Government of the State Budget and Control Board and congratulate and commend them for doing a job that has merited being a "Best Practice" under the reporting program of the United States Environmental Protection Agency. Now, therefore,
Be it resolved by the House of Representatives, the Senate concurring:
That the members of the General Assembly, by this resolution, express their appreciation for the work of the staff of the Office of Local Government of the State Budget and Control Board for their outstanding work in administration of the South Carolina Water Quality Revolving Fund Authority Act and congratulate its director, Mike Gulledge and his able staff for the recognition their hard work and good management has brought on being cited by the United States Environmental Protection Agency as a "Best Practice" model for other states' administration of similar programs.
Be it further resolved that a copy of this resolution be forwarded to Mike Gulledge, Director, Division of Local Government, State Budget and Control Board.
